These could seek the player out throughout the game from enemy factions. When they kill the player, the player could loose money. But when the player kills the bounty hunter, they could get the bounty hunter's head.

Maybe the bounty hunters can only start to hunt you when you're like -150 with the faction because if you only killed one soldier no one's gonna send people after you.
This can definitely make single-player worlds more interesting, where bounty quests are not applicable. If such a system were implemented on servers, having a bounty on a player could also have npc bounty hunters pursue the player. This may make such quests more interesting too as players also have to compete with npcs to find and kill the bounty target.
Yeah, bounty quests have already almost implemented this feature. It would be neat to have, but I could see if this suggestion was shut down.
Okay. I give kudos. It is not going to matter though. MY DEAR FANDOM USER. PLEASE, understand that you need a LOT more detail. This is one of the more vague suggestion I've seen, and trust me. Ive seen some which were pretty darn short.
This has been suggested before, but if you actually want people to see this, MAKE IT LONGER AND MORE DETAILED.
